Regardless of that, this tattoo does not belong to our region. I have seen village people from Punjab with some very rudimentary tattoos like their first name or father's name but never a figure.

Islam does not allow depiction of any type of figure. So even if he is a Taliban, he might not have such a professionally done tattoo.
