ISLAMABAD: An operational agreement on the Tapi gas pipeline was signed by Turkmenistan, Afghanistan, Pakistan and India on July 8.

Federal Minister for Petroleum Shahid Khaqan Abbasi and Inter-State Gas Systems’ managing director Mubeen Saulat represented Pakistan in the meeting and hailed the progress as a 'great milestone.'

In addition to recording of pressure, points of compressors etc all technical details, specifications of gas, gas flow, pipe length, diameter were discussed during a meeting of the Tapi Steering Committee held in Ashgabat.

The accord relates to the 1,735-kilometre Tapi (Turkmenistan, Afghanistan, Pakistan and India) pipeline, which would carry gas from Turkmenistan to India while crossing through Afghanistan and Pakistan.

According to a preliminary breakdown, Pakistan and India would each get about 42 per cent of the gas and Afghanistan the remainder.

The project has also won vocal support from the United States, which is strongly opposed to India and Pakistan drawing supplies from Iran through another proposed gas pipeline.

Turkmenistan, which is believed to hold the world’s fourth-largest gas reserves, is eager to find new markets for its potentially gargantuan energy exports amid flagging interest from Russia, its traditional client.

The pipeline would deliver up to 33 billion cubic metres of gas annually.

What are the advantages of this deal? Can anyone specify the rate at which the gas will be provided viv a vis current rate of imports?

For my Surprise TAPI stands for (Turkmanistan ~ Afghanistan ~ Pakistan ~ India)
But i witness no indian paper cover that Chunk of News, So if i share from our Newspaper then it only encompass our side of view (Pakistani news)

But that doesnt change things. Turkmenistan will provide all 3 customers at the same rate with added taxes for respective countries. So what base rate Pak will get, same will be for India. Only difference is, Pak will pay Afganistan carriage tax and India will pay Pakistan that tax. Rest all is same.

In a move aimed at ensuring India’s energy security, the Narendra Modi-led government plans to import huge volumes of natural gas from Russia. The Centre is working out the contours of a $40-billion (Rs 2.4 lakh-crore) mega onland pipeline project carrying gas from Russia to India, in one of India’s biggest energy projects till date.


Top government officials told HT that the move follows Prime Minister Narendra Modi’s recent meeting with Russian President Vladimir Putin in Brazil on the sidelines of the Brics summit.

The Prime Minister’s Office (PMO) along with the ministry of petroleum and natural gas are preparing a blueprint to examine the feasibility of this new project, they added.



An announcement on this initiative is expected to be made in December when the two leaders meet at the India-Russia annual summit to be held in New Delhi.

China has already finalised a similar gas pipeline deal with Moscow for importing gas. New Delhi, sources said, also plans to import crude oil from Moscow and the logistics for the same are being worked out.

“Russia so far has directed majority of its oil and gas supplies to the West… however, the scenario may be quiet different in the coming years especially in the wake of its gas pipeline to China and the one now proposed till India,” a senior oil ministry official said.

Two routes are being considered for the gas pipeline project. One is from Russia’s southern border to India via the Himalayas and the second from Russia - Astrakhan - Khazakstan — Uzbekistan and then along the Turkmenistan-Afghanistan-Pakistan route to India (TAPI gas pipeline).

The proposed project from Russia to India is almost four times the cost of the $10-billion (or Rs. 60,000-crore) Iran-Pakistan-India (IPI) gas pipeline project, also called the peace pipeline, which has failed to take off due to security concerns over the pipeline traversing through Pakistan and has been on the drawing board for the past many years.

“This government (under Modi) is taking all steps that will lead to a reduction in India’s oil import bill... apart from this proposed pipeline, reviving and pushing the other two projects — IPI and TAPI are also being looked into at the highest level,” he added.

The cost of the other onland gas pipeline project from Turkmenistan to India via Afghanistan and Pakistan (or the TAPI) project is also close to $8-10 billion.
GAIL India Ltd will be associated with this project along with a consortium of other state-owned oil and gas companies including Oil and Natural Gas Corp (ONGC), Oil India Ltd and Indian Oil, the official said.

I dont think gas supply is at stake. With India in scenario and owing to its huge requirement, India will make sure that it gets its due which obviously means Pakistan gets its share.

Thats what I was focusing on. If India was out of equation, Turkmenistan wud have diverted its gas to China as it sees not much business from Afganistan and Pakistan. But with India in scenario, Turkmenistan wud be getting huge business from our humongously growing needs. In other words, Business from China wud be similar to business from India. So Turkmenistan wud infact want both pipelines for double business. I dont see both pipelines complementary to each other.
 
Talking to The Express Tribune, energy expert Dr AH Nayyar said Pakistan had consumed 40% of its tapped natural gas deposits and the remaining would hardly last 15 to 20 years. “We should secure gas supply from Iran and Turkmenistan to meet future needs,” he said.

The US seemed to be more interested in building the trans-Caspian pipeline in an attempt to take Turkmen gas to Europe from its traditional routes, officials pointed out and said Washington was least interested in gas delivery to Pakistan through TAPI and once again Islamabad may be a victim of the US policy.
