ISLAMABAD, Pakistan—The government here is in talks with China to acquire three large nuclear power plants for around $13 billion, officials said, a blow to international efforts to restrict trade in nuclear technology.

A deal to purchase three reactors would be in addition to last year's agreement for China to build two nuclear plants in Pakistan's southern port of Karachi.
The reactors would help plug the gap in Pakistan's electricity supply and cement an alliance with China aimed at counteracting their mutual rival India.
Negotiations are continuing with China "for three more plants," Prime Minister Nawaz Sharif told a cabinet meeting this month, according to those present. The discussions about additional plants had previously not been made public.
The three Chinese reactors would likely be placed in the center of the country, at Muzaffargarh, in Punjab province, at a site now being prepared, officials said.
Two other advanced 1,100-megawatt reactors from China are due to be built near the southern port of Karachi, under a $9 billion agreement completed last year. Mr. Sharif led the groundbreaking ceremony for the reactor

Reactors made in Russia and China are cheaper than the reactors made in USA and Europe. Besides USA will never sell reactors to Pakistan and it will put pressure on Europe not to sell us as well. Even if Europe were to sell reactors to us, they will be very expensive. Relatively cheap Chinese reactors will be economically viable. They would provide the base load and help reduce power shortage. The exact price of nuclear energy will be decided by government but it will be run on profit basis otherwise Pakistan would not have pursued this option.This is the pertinent question here. What kind of prices will these reactors be able to sell power at? High cost of nuclear power bedevils this industry the world over. Even with the Indo-US nuclear deal now cleared of hurdles on a governmental level there is still no guarantee many US reactors will be created in India unless they can prove themselves to be commercially viable in India. I don't see why the Chinese/Pakistani case would be any different.
These reactors will be procured under IAEA safeguards. According to international rules, IAEA will be monitoring the fissile material. When the fissile material is used up, it will be sent back to China. Then it is up to the Chinese what they do with this material.Understood. So the fissile material produced will be dumped?
