How about starting it from Afghanistan side, it's the NATO which is most vocal about insurgency from Pakistan. In 2005 Pakistan offered to build a 1500 miles long fence on Pak-Afghan border but US backed out.

Still a mammoth Task, in India our fencing was successful only in plain areas of Punjab and Rajasthan. In 4000km India-Bangladesh border then though not mountainous, task is huge and still going on since many decades. When we got such a huge task in plain areas, it seems nearly impossible for Pak-Afghan border.
