Most of India's water comes from the Ganges and other rivers. Only about 6-7% of Indians are affected by the Indus river. Whereas 100% of Pakistanis depend on it. India's water issues aren't Northern but in-fact Southern. They can't do much regarding the Indus river because it (not its tributaries) flows literally in mountains.
