Let end clumsy and childish debate. Vietnam is part of TPP and is fact. The question is not Why, it should be Why Not. Vietnam strategic role is out weight those Asean such as Malaysia, Indonesia, Myanmar, Cambodia...etc. include Taiwan to the U.S.
The U.S military high command and politicans have positive view of Vietnam. They learnt a lot of experience through Vietnam war and normalization with Vietnam that applied to almost every U.S foreign diplomacy such as Iraq war, recent nuclear program deal with Iran, normalization with Cuba, and Myanmar.
