History also gives a valuable lesson. He who has the technology and can make war equipment more often then not wins the war. Pakistan has been independant now for over 70 years. Questions have to be asked why we buying 1946 stuff upgraded by a tiny country called Serbia. Or it will be same on 100th anniversary of Pakistan.
Opportunity Cost
Is it really worth the investments to re-tool and setup new manufacturing lines in HIT to upgrade T55's? Not only that, you would also have to put some R&D into this as well. Instead, why not take those existing resources and let them focus on manufacturing AK and AZ, and let the R&D team focus on building newer tanks.
Its far cheaper to buy these tanks from Serbia and provide fire support to our boys on the Western flank immediately. FC and PA were extremely happy with the T55 due to its mobility and fire support, its not worth it to place expensive AZ and AK. So i would say, PA made the right call.
i think it's about opportunity costs and operational needs.

Its better we focus our limited industrial capacity on higher valued projects, and outsource projects that are off lower value.
