It's a desperate order.

1. Some Zakaat Fund - I don't think people would be happy holding elections as service to God while people trample each other to death in stampedes for rationed basic necessities.

2. Saudi Loan - You must be kidding, right?

3. Railway funds - As if more train massacres is a fundamental right

5. UN reimbursement- dafuqs we funding UN for?

You need to spend Rs. 20b to make sure that the remaining Rs. 1392b are spent according to the wishes of the people and the spend is entrusted to those who people trust.

People may want to use it for development, for security, for subsidies or whatever, but they need the ability to decide.

Going by your stupid logic any government can stay indefinitely in power by reckless wastage of resources and then say that funds are not available for elections or by passing a budget which has no allocation for elections. That is exactly what this government is trying to argue for.

Also by your logic your bank can decline your withdrawal of Rs. 1400 from your account for your doctor's fee by saying that you will incur Rs. 20 in transaction charges which will mean you can't afford shaam ki chai for that day.
