I think your knowledge of the area, dynamics of the operation, demographics etc is pretty basic (no offence please)Good islam bad islam...it doesn't matter.
As long as you are letting anyone possess machine guns, with no policing and checks, you will run the risk of facing an ideology that leads someone to fire shots in Pakistan.
Your democracy will not work if the will of the general public is not enforced on the fringes.
Have gun control laws. Crack down on extremism.
Just to apprise you a bit about what you just mentioned. There were far more terrorist activities in Punjab that is believed to have much better gun control compared to KPK (NWFP). Likewise, no gun control law covers blowing oneself up with an RDX jacket nor will they ever bother complying unless the ideology that makes them do so is questioned openly and boldly.
