Most of the times, these 'bribes' are no different from giving a restaurant waiter a tip for his service. It's like you pay the guy something extra after you get something done. Most of the times it doesn't really speed up the process or assure its completion, but you still pay up.

But not paying means the service can be deliberately delayed even if there is no need to. 'Corruption' is endemic.

South Asian leaders need to work very hard to bring down the level of corruption to improve the livelihood of the
population. Many countries in Asia like Singapore and Japan have low levels of corruption- need for South Asian countries to emulate.
