And on what planet is Roscosmos fine? The only capability Roscosmos has now is to send the Soviet era Soyuz to low earth orbit. Your planetary science and astrophysics divisions are nonexistent. Idiot. World doesnt measure decline or growth of GDP in nominal US dollars. Its measured in real value using constant prices of specific base year. Russian GDP increased by 20% in past 10 years. Its not about whether you have money or not. Its about how much you can buy with money and at what prices. US has money and they are rapidly losing its value. US industry inflation is galloping at 25% rate. Just last year alone Americans lost whooping 25% of purchasing power to buy American made goods.

Roscosmos doesnt need your crappy reusable rockets. Their existent rockets are more economically effective than your reusable rockets which purpose is to steal money from US budget by NASA that subsidize every launch of such rockets. No one is even close to astronomical corruption that exist in US. Russia has several planetary missions. Russia has its own ART-XC telescope in space.
