I don't think it means anything right now, ANKA-A can not be armed and they can't "speed up" the proccess since the project is on design phase.
And three years is fairly short for development of a syestem this complex
But HALE UAV may have lot faster Turbofan engines, these are subsonic jets only few cruise missiles have. But then again, these kind of aircraft are enormously big. They need much more thrust than a cruise missile engine can provide. Global Hawk for example.
Also, i believe this picture can provide useful information about how does a HALE UAV look like.

Okay rookie, Cruise missiles have supersonic engines mostly turbojet, since we need to keep these birds on air for at least 24 hours we need to fly them with subsonic prop engines either a bit faster turboprop or a bit slower diesel can be suitable.Okay noob question : Can the engine for this bird be derived from a longer-ranged 'Cruise Missile' ?
