Why not rescued by Indian navy?

The rescued is a crew member of a Singapore-flagged merchant ship, MV Prabhu Daya, which had been en route from Goa to Chennai. Whoever is the closest to the site of the incident. Obviously time is of essence in a rescue mission. Thanks SL Navy.
