The way the retired officer was lured into a trap was an entrapment. He was not spying. He was not subverting. He was seeking a job and his need was manipulated against him.

It is just that India was late in announcing the abduction.. because his family swiftly notified authorities here about his disappearance, and Pakistan announced abduction in international media before India could announce his fake arrest with AK47 in Mumbai..

Then came all the evidences of Nepalese airport CCTV footages.. Then both Nepalese and Pakistani authorities asked Indian help to find him because according to Nepal, the abductors crossed the border in a car..

India can't announce that Lt. Col (R) Habib is with them.. because it will be very embarrassing for India to announce to the world after so much investigation..
