Pakistan Nuclear Program (tactical weapons) are seen to be under possible discussion during prime minister's upcoming visit to the US, and the ground work is being laid to "normalize" Pakistan's weapons program; which would also mean its missile forces.
Having said that, Pakistan maybe able to focus on its space program without suspicion its developments are toward ICBM development. Pakistan currently lacks the funds, but is primed to a good location for north/south launches, and even some eastward launches over water. Turkey is a nation that is going into space technology in a big way. should Pakistan approach turkey with an idea for a joint space program, Pakistani launch vehicle; lifting Turkish satellites.
at a recent defense show, in china; a small launch vehicle was displayed. although not "for sale"; aid in launcher technology as Russia did for India, could allow Pakistan to launch the lower end satellites into space, and as turkey needs go up, they stick to china for the heavier launches from Hainan Island's new launch facility.

this could appeal to turkey, especially for its sensitive military launches; observation satellites. Pakistan can get access to Modern Western space technologies Turkey has access to. Pakistan in turn needs access to modern western surveillance and communications satellite technology, and China in turn could learn a thing or two from the Turkish/Pakistan Program, and therefore maybe willing to give Satellite launch vehicle technology.
This is after an interesting discussion between Peter Lavoy and General Khalid Kidwai discussing the space program, and as he mentions, If Pakistan does a lunar mission, that would elevate its ranks in global technological prowess, and make him and the nation proud.
