Recognize first Right of local
Imagine a native person of Karachi who has his fruit shop next to his home, why he has to compete for his living with somebody who comes from let say Lahore or Mardan? In ideal case there should be some additional tax on non local guy from city, district or divisional government and here is why
-suppose there is 10 inch pipe to supply water to 10,000 people, now 1000 people from across the country came to that city for business this means we have to run a new line for water so that infrastructure should not collapse, from where this money should come?
- Extend same logic to roads, bridges, policing etc etc
- more bigger city means more bigger grave yard in case of war.

Transfer of quota seats
In govt organization we have reserved no of seats on provincial and then on district basis. People from GB, KPK and Balochistan comes to Rawalpindi, Lahore, karachi for what ever reason, acquire the domicile of that district and apply for position reserved against those districts. This is injustice to people of those particular districts. for compensation eather there should be mechanism where non natives should not acquire domiciles OR seats should be transferred from other provinces to these districts.

Change of Demography
Pakistan is very diverse country in terms of ethnicity, language, culture and traditions. We should discourage trends where natives of particular region becomes minority in there own land. People from other areas flock to there cities because of economic reasons and law and order situation.
If Baloch and people of kalash have this right then why not Pothoharies and Karachiiets?
Also this mechanism will help us later when Allah will expand the boundaries of Pakistan towards east and west.

Provincial health cards.
Health is 100% provincial issue. Only natives of that province should get free treatment and people from other provinces ether pay from their pockets OR 1 province transfer bills to other province and ask them to pay.

Make courts, courts of justice.
With the exception of Supreme court of Pakistan all of our courts are courts of law, where they are more concerned what is written in book and not what is just and right. Please change that, also give investigation rights to judge. At the moment police has investigation rights and judge decide the case based on police report.
Bound the judge for implementations of his/her decisions. What do you think why Jirgas and panchayat are so effective, because after decision implement their decisions.
Access to Justice is basic and fundamental right of any person, make it free and don't turn it into business.

Make three separate judicial systems.

One for Muslims, one for people of book and one for other non muslims like Sikhs, Hindus, Parsis etc etc
On one side we say minorities should be free to practice their religion but why we are not giving same right to majority?
Many minority right groups call jews and christians people of book but don't want a system where they should be judged according to their own books? Why?
Now imagine our standing in world after this move, do jews get judged according to torah in israel? Do christians get judged according to bible in vatican? Anotehr step towards Riasat-e-Madina

Every body should wash his own socks and underwear

We have people from KPK and Balochistan in Rawalpindi, lahore, Faisalabad, multan and Karachi but there are how many Pothoharies, Punjabis, saraiki, sindhies and urdu spekers in KPK and Balochistan? Why people from other provinces who migrated for economic and law and order situation should be allowed to participate in local politics?

Attack on Data Darbar
LAHORE: In a major operation, the Counter Terrorism Department (CTD) of Punjab and Intelligence Bureau have arrested the “facilitator” of Data Darbar suicide bomber.

A senior official who is part of the joint operation told Dawn that law enforcement agencies arrested Mohsin Khan, son of Behram Khan, who belongs to Shabqadar area in Charsadda.

Mohsin told investigators that Tayyabullah alias Raaki, a resident of Mohmand district in KP, had received suicide bomber Sadiqullah Momand, an Afghan national who entered Pakistan through Torkham on May 6, and escorted him to Lahore for the May 8 strike that left 12 people, including five elite force personnel, dead.

The facilitator (Mohsin), handler and the suicide bomber stayed in a house in Bhati Gate area before hitting the target.

The official said they had links with Hizbul Ahrar, a splinter group of the Tehreek-i-Taliban Pakistan/Jamaatul Ahrar (TTP/JUA), which had also claimed the responsibility of the attack.

Soon after the blast, multiple Joint Operation Teams (JOTs) comprising officers from CTD and IB were formed to work simultaneously upon various leads. The JOTs started following all possible leads. The investigators collected evidence from the crime scene on scientific lines to ascertain the identity of the bomber, the type and quantity of the explosives used, etc, the official said.

Interviews of victims, witnesses and suspects were also conducted. Investigators also focused upon digital forensics.

Human intelligence sources were activated throughout Lahore and other parts of the country, particularly in area around Data Darbar.

The investigations revealed that Mohsin, who had recently moved to Lahore in the garb of a labourer, was living in a room rented out by Noor Zeb in the Walled City, inside Bhati Gate, Lahore.

It also transpired that Mohsin had been radicalised by Tayyab during their stay in Saudi Arabia a few years back, the official said.

On the fateful morning of May 8, he said, Tayyab escorted the suicide bomber from Mohsin’s place to a point near the blast site.

During arrest, the LEAs recovered from Mohsin a huge cache of explosives, and two portable MP3 players.

“This time the suicide vest and explosives were transported by hiding them inside the casings of portable electronic MP3 players to avoid being caught,’ the official said.

Evidence showed that the handler Tayyab left the area soon after the blast. The CTD and officials of other LEAs have launched massive manhunt across the country for his arrest.

“It is a big success of the CTD and IB to solve this case in a very short time,” the official said.

Farishta rape and murder case

Few days ago 10 year old Afghan girl get rapped in Tramari. The rapist is most probably also Afghani. But Farishta father have Pakistani CNIC

Here here people of Pakistan, Islamabad and Rawalpindi are being humiliated because of corruption of some body in KPK who issued PAK CNIC to and Afghan.

You want the government to discriminate between various ethnicities based on your opinion of them as local or foreign to a particular area. Not only is it racist it's impractical.

On the other hand Karachi is backbone of Pak economy, people from other provinces go their to make their bread and butter so why not other provinces contribute in KCR?

if somebody has different district or division from district or division on his permanent address then he should pay some extra amount to local govt.

I want government to treat all ethnicities equally
if a Baloch has first right to Gawadar, then Pothohari should have first right right to Islamabad and Karachiite on Karachi

Pakistan is one country but it probably won't remain one country for long. Certainly measures like the ones you are suggesting will make matters worse and hasten that eventuality.
