Since you brought into discussion which is in-fact a media mention; let's just see what is truly accomplished on the ground. Well speaking of accomplishment while Indian Masses were given a delusional victory of KSA - India relations; Modi lost 1000+ sq KMs in north and while the Bakhts ever had any courage; should ask Delhi whether KSA is going to fight for them or is it India to occupy back.

Pakistan & KSA are Islamic countries and despite the turbulence in relations for a while; in the end people will never fare away and no one else can take the place and that is the reality to which India itself is avoiding where Modi can get some votes. On papers, such articles & whatever media says; are all that Modi needs to sell at home contrary to the reality. Relations hit rock bottom or thousand of land being liberated; are different realities & harsh at a time to get along.
