India will have a patrol-less, multi-layered smart fence along its borders with Pakistan and Bangladesh by the later part of 2017 even as 20 big global firms are undertaking a technical evaluation for the same, Director General of BSF K K Sharma said today.

Sharma said the force, after getting sanctions from the Union Home Ministry, is working to implement a Comprehensive Integrated Border Management System (CIBMS) where the security of these two sensitive and difficult terrain borders will shift from the regular troops patrolling system to a quick reaction team pattern where guards strike once they notice a blip of infiltration on their surveillance radars.

"We are taking some concerted efforts to modernise our border fence. Twenty big companies are currently undertaking a technical evaluation for the CIBMS. It is expected that it would be on ground by the second half of next year.

"In this regard few pilot projects are already on...two in Jammu and one each in Punjab and Gujarat where we have marshy areas. One project will be done in Assam's Dhubri," the Director General said.

He said the effort of the country's largest border guarding force, with about 2.5 lakh personnel in its ranks, is "to modernise itself" as humans have inherent weaknesses and equipments and gadgets act as force multipliers.

The DG explained once the CIBMS goes functional, aided by laser fence, surveillance radars, satellite imagery and thermal gadgets, the troops on ground will respond when there is an alarm of a infiltration bid in the multi-tier security ring comprising the regular fence and laser walls.

He said in cases where the force detects hidden tunnels running across the IB, like in yesterday's case near the Chamliyal border post in Samba, it is looking for gadgets and technical support and it is also in touch with countries like Israel and elite Indian technology institutes like IITs to procure the right technology.

"We are in the process to plug breaches by technical solutions at both Pakistan and Bangladesh borders," Sharma said.

The DG also said all intrusions in Jammu and Kashmir this year have taken place from the Line of Control, which is guarded by the army.

"We do our best to stop (infiltrators/militants). To a very large extent we are successful. This year whatever intrusions have taken place, I can assure you, have been from the Line of Control. I take guarantee that we will not allow these attempts to succeed from the IB which I (BSF) guard," he said.

 
And systems are only as capable, as the man behind the system.
In fact we have Lakhs of men on these frontiers but the tech will be, as the article rightly points out, "Force Multipliers".
And the forces do update training regimen as frequently as required to keep the soldiers as capable as any.
So this will ensure that they (Tech and Men) compliment each other very well.
 
And systems are only as capable, as the man behind the system.

India will have a patrol-free, multi-layered smart fence along its borders with Pakistan and Bangladesh by the second half of 2017, the Press Trust of India news agency reported Wednesday.

According to the news agency, Border Security Force (BSF) Director General (DG) K.K. Sharma said the force is working on implementing a Comprehensive Integrated Border Management System (CIBMS) where the security of the two "sensitive and difficult terrain" borders will shift from the regular troops patrolling system to a quick reaction team pattern where guards strike once they notice a blip of infiltration on their surveillance radars.

The Indian home ministry has approved of the project, Sharma added.

"We are making concerted efforts to modernise our border fence. Twenty big companies are currently conducting a technical evaluation for the CIBMS. It is expected that it would be on ground by the second half of next year.

"A few pilot projects are already on ... two in Jammu and one each in Punjab and Gujarat where we have marshy areas," the DG said.

He also said that the aim of BSF, India's largest border guarding force with about 250,000 personnel in its ranks, is "to modernise itself", thereby minimising human error and inaccuracy as much as possible.

Sharma further said that once the CIBMS becomes operational, aided by laser fence, surveillance radars, satellite imagery and thermal gadgets, the troops on ground will respond when they detect an infiltration bid in the multi-tier security ring, comprising the regular fence as well as laser walls.

He said the force is also looking into gadgets and securing technical support to tackle dangers presented by hidden tunnels running across the Indian borders.

Sharma said the force was in touch with countries like Israel as well as elite Indian technology institutes to procure the right technology.

"We are in the process to plug breaches by technical solutions at both Pakistan and Bangladesh borders," he said.

Additionally, Sharma said all 'intrusions' in Jammu and Kashmir in 2016 took place from the Line of Control, which is guarded by the Indian Army.

Violence unabted: Huge quantity of arms, ammunition recovered

Three terrorists who were killed in Samba in Jammu appear to have sneaked into India through a 80-metre-long tunnel along with huge quantity of arms and ammunition, including AK-47, Improvised Explosive Device (IEDs), grenades and GPS.

Investigators are also looking at whether the Samba attack bid has any links with Nagrota Army camp attack. BSF Director General K K Sharma told reporters that his force had inputs about possible infiltration bids from across the border after the army’s surgical strikes in September.

“After the operation got over at the Chamliyal BoP (border outpost), we checked the fence and there was no breach. Then Wednesday morning, we detected a small tunnel of the size of 2x2 metres. We had deployed ‘depth nakas’ across the fence and hence we could detect and neutralise the three militants,” he said.

The tunnel, which is about 75-80 metres from the International Border (IB) and about 35-40 metres from the fence, was found in an agricultural field. Sharma said BSF would take up the matter with Pakistan Rangers, but felt that it may not be of any help due to increased hostilities. The other side is not “getting in touch” for quite sometime now, he added.

Official sources said there is “enough proof” that the militants crawled through the tunnel to reach this side of the border.

They said three AK-47 guns were recovered from the slain terrorists along with 20 AK magazines and 514 AK rounds. One pistol and 16 rounds were also recovered from them besides 31 grenades and 10 IEDs.

Half of the IEDs were liquid type, while the rest were chain IEDs, which are normally used to blow railway tracks. Sources said the terrorists had used GPS to locate the target.

A mobile phone, two big knives, three bags, two jackets, one lighter and three packets of dry fruits were among the items recovered from the terrorists.

According to BSF IG (Jammu Frontier) DK Upadhyaya, "It is a rat hole-like tunnel and is usually used only once as it is in the open."

Prime Minister Narendra Modi was briefed by Defence Minister Manohar Parrikar on the deadly attack by terrorists on an army camp in Jammu and Kashmir which left seven soldiers dead.

Earlier, army chief General Dalbir Singh Suhag briefed Parrikar about the attack.

The assault came just two months after the deadly Uri terror strike.

“The tunnel was yet to be completed and was detected well in advance before it could reach the fence,” the DIG said.


BSF has detected a tunnel originating from the Pakistani side along the International Border in Samba district, foiling designs by militants to infiltrate. During anti-tunneling exercise, BSF detected the approximately 20-meter tunnel ahead of the fence into Indian territory in Ramgarh sector yesterday, Deputy Inspector General (DIG) of BSF, Dharmendra Pareek told reporters in Jammu on Tuesday.

The tunnel is 2.5 feet x 2.5 feet in size and width, he said.

With the detection, BSF has foiled Pakistan’s design to infiltrate terrorists into Indian territory, he said.

The BSF officer said the tunnel’s origin is found to be from Pakistan’s side and it is ending at a distance of approximately 20 meters ahead of the border fence in the area.

“The tunnel was yet to be completed and was detected well in advance before it could reach the fence,” the DIG said.

“The efforts of the BSF troops deployed in multi-tiered counter infiltration grid once again resulted in neutralising designs of terrorists working in connivance with Pak Rangers,” he said.

The BSF, officials said, will seek a flag meeting with their counterparts Pak Rangers and inform them about the detection of the tunnel, built ahead of the IB fencing.

A total of 2,731 km of the sanctioned 3,326-km-long fence along the India-Bangladesh border has been completed.

This was stated by Minister of State for Home Affairs Kiren Rijiju in a written reply to a question by Jyotiraditya Scindia of the Congress and Saugata Roy of the Trinamool Congress in the Lok Sabha on Tuesday.

The total sanctioned length of the fence along the Indo-Pakistan border is 2063.06 km, of which 2003.06 km has been completed. Along the Indo-Myanmar border, a 10 km fencing has been sanctioned, out of which work in about 4 km has been completed, a release said.


The government has adopted a multi-pronged approach for security arrangements at the Indo-Pakistan border.

The arrangements include deployment of Border Security Force personnel, construction of border fence and border roads, installation of floodlights, introduction of hi-tech surveillance equipments, providing weapons and specialised vehicles to security forces, the PIB release said.

Jammu: In order to check infiltration along the IB, the IGP of Jammu has directed his officers to go for patrolling amid setting up of check points on the probable infiltration routes.

"It is stressed upon the supervisory officers to make optimum use resources available with them and take appropriate steps to strengthen the anti-infiltration grid along IB," Inspector General of Police Jammu Zone, S D Singh said.

Singh, who took over as IGP of Jammu Zone in February this year, visited the border area along IB in Jammu, Samba and Kathua district yesterday to review the border management and anti-infiltration grid and to ensure better co-ordination between police and concerned security unit deployed in the areas.

Singh stressed upon laying effective check points round the clock particularly during the wee hours on the road originating from border areas as well as on Jammu- Pathankot national highway.

The IGP directed top officers of the districts to hold patrolling as well as nakas on the probable infiltration routes to prevent infiltration across the IB and foil "nefarious designs" of terrorists.

During his visit, he visited various border out posts (BOPs) of BSF in Jammu, Samba, Kathua districts and got a detailed briefing from the senior officers of concerned BSF battalions deployed at BOPs of Budhwar, Chamblyal, Babbia and Maniyari regarding border management as well as other activities going on at the International Border.

During his interaction with the BSF officers, Singh stressed on close synergy between police, BSF and intelligence agencies to foil evil designs of the enemy.
