Chairman of the Presidential Commission to Investigate Complaints Regarding
Missing Persons, Maxwell Parakrama Paranagama confirmed a report in the
Indian media that the commission had received a complaint against the Indian
Peace Keeping Force (IPKF) during the time it was operating in Sri Lanka
(1987-1990).
Paranagama said the solitary complaint, which was received earlier last week,
relates to a period outside the panel’s preview, which is from June 10, 1990 to
May 19, 2009. He added that the Government may widen the scope of the
preview through a new gazette, so that it will be able to cover the IPKF period.
Speaking to The Nation Public Information Officer of the Indian High
Commission Esha Srivastava however stated the Indian government does not
believe in allegations leveled at their forces and expressed doubts as to their
credibility.
Just a few months after arriving in Sri Lanka the IPKF allegedly shot hospital
workers at the Jaffna Teaching Hospital, killing three prominent doctors as well
as other staff amounting to over 60 deaths. Among the dead were also patients including children and infants. The
forces having shot the civilians are said to have burnt the bodies thereafter.
In 1989 the Editorial of the UK Daily Telegraph reported a massacre of over 50 civilians in Velvettiturai at the hands
of the IPKF; while University Teachers for Human Rights (UTHR) reported shelling by the Indian Forces in civilian
areas such as Karainagar and Chavakachcheri.
There have also been reports of a staggering number of rapes committed by the IPKF (over 4000). The rapes have
been attested to by a report published by the Amnesty International in 1988. Documentation recovered from LTTE
hideouts in the last stages of the war corroborate these allegations with numerous affidavits submitted by
aggrieved parties.
The Indian government at the time denied that the IPKF soldiers had committed any excesses or atrocities in the
wake of allegations by human rights organizations, including Amnesty International. However despite repeated
denials of the allegations Birgadier Khalon of the Indian Army in 1988 revealed action had been taken against
several soldiers who were found to have committed rape and theft during their time in Sri Lanka. There have only
been a handful of court marshals since then. The Indian Sunday Observer accused the Army of keeping the
incidents under wraps although initiating punitive action against the guilty.
