Money MAKES those things happen. The infrastructure is usually not there to begin with. If it was every country on the planet would be marketable. Somebody makes the investment to get the ball rolling and then things start happening quickly.
Again, if the country's government is against development, then all the multinationals in the world won't help.
North Korea had plenty of chances, and China in particular has been asking NK to reform their economy for decades now. There have been plenty of offers from China, South Korea, Japan, etc. to start up such businesses in NK.
But no, they prefer their philosophy called "Juche".
