They could have bough 30 to 10 helicopters for Civilian Needs with 15 million

This is a recent listing of a used aircraft. This is an expensive helicopter by the way.

That was in 2008/9..may be price went up? Or could be version change / extra spares / licensed software for avionics etc.

The prices have gone up. 2008 is 7 years ago now. Prices have shot up since then.

Also, the helicopter is not a VIP helicopter, it's a versatile helicopter, used for a wide variety of roles, including military roles. And is also used for VIP use.

The article says they bought the 12 seat version, that's not a VIP helicopter then. Even though it CAN be used for what ever purpose, just that it's not really the real VIP thing.

Personally I think they could have bought a fleet of ~10 bell 206s. It's a light helicopter and costs lesser to run/maintain and still carries 4 passengers, perfect for rescue operations. With that they could have the ability to take away upto 40 people at a time compared with just 12 with this helicopter.

AW139 is ideal as an air ambulance. For the flood rescue type missions which we need the helicopters for, these smaller, cheaper ones are better.
