    LARKANA/SUKKUR: Faced with growing criticism from the federal government and other parties regarding the issue of Rangers’ stay in the province, Sindh Chief Minister Syed Qaim Ali Shah defended on Sunday his party’s decision to bring the matter before the Sindh Assembly for ratification and told his detractors that “the sky will not fall because of a few days delay”.

    He also declared that the actions being taken by the National Accountability Bureau and Federal Investigation Agency in Sindh were illegal since the Sindh government did not call these organisations.

    Speaking to reporters at Garhi Khuda Bakhsh, CM Shah said that under Article 147 of the Constitution his government was bound to take permission from the Sindh Assembly for the ratification of the decision of calling Rangers in aid of police and civil administration in Sindh within 60 days.

    “A resolution in this connection will be tabled in the assembly on Monday…we are meeting the constitutional requirements then why this unnecessary hue and cry is being made,” he said, adding that some elements were trying to politicise the issue but they would be disappointed.

    The CM, who repeatedly expressed his displeasure over the actions of federal authorities in the province, said that the NAB and FIA both were active in Sindh for the past six months and he had communicated his concerns to the prime minister on several occasions.

    Terming their action ‘illegal’, the CM, who is also the president of the PPP’s Sindh chapter, explained: “We have not called them [NAB and FIA] and, if called, their action in Sindh is also required to be ratified by the assembly as of the Rangers.”

    He posed a question as to why the Centre did not consult Sindh regarding the NAB and FIA when it did consult the provincial government on the issue of Rangers.

    He said that Interior Minister Chaudhri Nisar himself said that the FIA was investigating a few important cases in Sindh and would return within three months. The FIA was working illegally in Sindh as the assembly did not give the agency go-ahead, he added.

    Regarding the interior minister’s media talk in which he warned the Sindh government that he would make public a video and report of a joint investigation team of Dr Asim Hussain, Mr Shah termed it ‘inappropriate’ and asked the interior minister that if there was any video he should make it public.

    “Dr Asim’s case should not be linked with the Rangers’ issue as both are different,” he said, adding that Dr Asim himself had given a statement in court.

    He criticised Chaudhry Nisar for what he said completely ignoring the sacrifices of police in the targeted operation. “He has forgotten to mention tremendous sacrifices of Sindh police as 400 policemen had laid down their lives.”

    “We appreciated police and Rangers equally and paid Rs2 million compensation for their personnel who laid their lives in the line of duty,” he added.

    In a bid to clarify that the ongoing controversy had not hampered his government’s relations with the paramilitary force, he said: “I am in constant touch with the Rangers. Our links are alive and not broken.”

    He said the Rangers and police had launched a crackdown against terrorists who fled to Sindh due to Operation Zarb-i-Azab.

    Replying to a question, the CM denied any contact with the Muttahida Qaumi Movement with regard to joining the government or moving a resolution regarding Rangers in the assembly.

    About Benazir Bhutto’s eighth death anniversary, to be observed on Dec 27, he said people from all over the country would attend the event for which all arrangements had been finalised.

    He said PPP chairman Bilawal Bhutto-Zardari and Co-chairman Asif Zardari would address the gathering.

    Khursheed warns Centre against targeting one province only Condemning the statement of Chaudhry Nisar about Dr Asim’s video, Leader of the Opposition in the National Assembly Syed Khursheed Shah remarked that if he (Nisar) was detained by anybody only for 15 days he would confess to have committed every crime in Pakistan.

    Talking to reporters at his residence in Sukkur, he said he would talk to Prime Minister Nawaz Sharif after his return from abroad.

    To a question, Mr Shah said that the Rangers were doing well in Sindh and he appreciated their performance on every forum. However, arming them with special powers was a matter of the provincial government and he could not comment on it since he was not part of it.

    He posed a question as why only one province was being targeted although more incidents of terrorism were taken place in Punjab but it was not handed to the Rangers or army.

    About the NAB and FIA actions in Sindh, he said that the anti-corruption department was existed in the province and a law was there to deal with the cases of corruption. “We always say that all institutions should work in accordance with the law.”

    He said that if the government tabled a bill in the National Assembly against corruption the PPP would be the first to support it, but it was quite wrong to target only one province. “If any pillar of federation sustains loss then the building would be destroyed.”

    He regretted that Pakistan Tehreek-i-Insaf Chairman Imran Khan requested a meeting with Indian Prime Minister Narendra Modi just for a photo session when the country was at war and threats were being by the neighbouring country.

The resolution states that Rangers will only have powers with respect to the following:

Target killing
Extortion
Kidnapping for ransom
Sectarian killing
“That any person, who is not directly involved in terrorism and is only suspected of aiding and abetting terrorists or by way of terror financing or facilitating terrorists shall not be placed under preventive detention under any law without prior written approval of the Government of Sindh i.e Chief Minister. It is clarified that in case a person is suspected of the above, cogent reasons with complete evidence justifying such preventive detention shall be provided to Government of Sindh, which will, based on the available evidence, approve or reject such proposal of preventive detention.”

“The Pakistan Rangers Sindh shall not raid any office of Government of Sindh or any other Government Authority without prior written approval of the Chief Secretary, Government of Sindh.”

Opposition members, including those from the Mutahidda Qaumi Movement, Pakistan Tehreek-i-Insaf (PTI), PML-F and the PML-Q, tore apart their copies of the resolution and staged a walkout from the assembly to register their protest against the PPP-led provincial government.

Sindh Assembly to endorse special powers for Rangers: Khuhro

    KARACHI: Senior PPP leader and Sindh Minister for Law and Parliamentary Affairs Nisar Ahmad Khuhro on Tuesday announced that the Sindh Assembly has been called upon to procure a legal endorsement to extend the period of special Rangers' powers in the province.

    "The matter has been passed onto the Sindh Assembly," he stated, adding that the approval should take a maximum of two days. The term of the paramilitary force’s operation expired on Sunday.

    Talking to media on Tuesday during a seminar organized by Jinnah Post Graduate Medical Centre, Khuhro said that because the assembly has not been in session for some time, the decision of extending the Rangers' special powers could not be signed by the Chief Minister.

    Khuhro added that while there is no disagreement on the matter of the paramilitary force's extension, procedure must be followed, and a constitutional cover is needed to be given to the process by the provincial assembly.

    He stressed upon the Sindh government's commitment to the cause of law and order for which optimum security would be provided to the masses. Khuhro also lauded the Rangers' efforts in maintaining law and order in Sindh.

    "There is no point of contention on the matter," said Khuhro, adding that the Rangers were called in to support the police force on the request of the provincial government, only after a consensus among all other political parties in the province.

    “But in accordance with the law, the Sindh Assembly must approve it first," he added.

    The Assembly is scheduled to meet on December 10.

    It is pertinent to mention that the Rangers' special police powers in Sindh expired on Sunday, Dec 6.

    Leader of the Opposition in the National Assembly Khurshid Ahmed Shah expressed concerns over the Karachi operation, and demanded that the operation be kept apolitical.

    "We have concerns over actions being taken against politicians during the operation," he stated.

    Rumours that the PPP was unwilling to give the Rangers an extension in Karachi have been doing the rounds since the party began delaying a decision on the matter.

    Maula Bux Chandio, Adviser to Chief Minister on Information, also arrived on Tuesday to “address the media’s complaints” on the matter of the Rangers' deployment in Karachi.


    Background: Karachi operation
    The Rangers are currently leading an operation against criminal elements in Karachi which completed two years in September this year.

    The ‘operation’ against criminal elements in Pakistan’s commercial hub was initiated back in September 2013 after the federal cabinet empowered Rangers to lead a targeted advance with the support of police against criminals already identified by federal military and civilian agencies for their alleged involvement in targeted killings, kidnappings for ransom, extortion and terrorism in Karachi.

    A high-level apex committee meeting chaired by the Chief of Army Staff Gen Raheel Sharif on May 14, 2015 decided to implement effective policing and surveillance in the "vast suburbs of Karachi", to prevent what the military spokesperson said were "sneaking terrorist attacks".

    The second phase of the Karachi operation was launched in early November. Rangers said terrorists, contract killers and their facilitators involved in attacks on LEA personnel "especially police, lawyers and witnesses" would be arrested during this phase, and that such elements would be eliminated.

    In late November, Interior Minister Chaudhry Nisar Ali Khan also hinted that the security forces’ operation against criminals in Karachi would be expedited and pursued till its logical conclusion

Moreover, Rangers will not be able to arrest a person on suspicion without consent of the Sindh government.


The Rangers will have to get permission from the Chief Minister Syed Qaim Ali Shah for action against any facilitator of terrorists.


The opposition in Sindh Assembly protested against limiting the powers of the Rangers and ripped the copies of the resolution.

I wouldn't be surprised if a Governor rule is imposed in Sindh, time will tell, PPP has effectively reduced Rangers powers so much that they will have to get Sindh chief minister's permission to carry out raids.
