Till 1992 we were a closed economy with protectionism and socialism ruling the roast. Everybody be it Nehru or anybody else who were PM before 1992 will have to share the blame for the same. With the economic crisis of 1992-93 we had to open up our economy, Narsimha Rao should get all credit for the same, he is anyday the best PM that Congress gave the country. So we can compare Congress regimes after '92 and before '92.
