Black magic is indeed evil and there's plenty of it in Pakistan. But there are also plenty of counters to it e.g. reading Quran etc.
As for hanging, that's just opening up a whole can of worms. We already have innocent people who get accused of blasphemy and can lose their life. Just imagine if black magic became a capital offence, everyone and their aunty would be pointing fingers.
Only the best i.e. Sahaba and the Ahl-al-Bayt and pious predecessors knew how to deal with this stuff.

But if there is undeniable proof a person is running a business Empire making 60Lakh to 80Lakh Rupee per year from this illegal Empire , while deceiving people, it is feasible that Government should make these type of people aware that there is harsh capital Punishment awaiting them

"Someone may have a serious illness but instead going to doctor they would go to this Magic Healer , who would give them mixture of water and sugar , and this would cause a person to make their conditions much worse"

"Someone may put their hard earned money in hand of con-artist , instead of opening a Saving Account and putting the money in Saving account for retirement"

"Someone is worried about passing Metric , instead studying he or his parents give the Magician few Lakh Rupee to ensure their son passes the grade by Devine power"

"Every failed Ashiq, goes to healer to get their loved ones back , it is ridiculous how these advertisements appear on news paper and TV channels , specially since those marketing spots charge 500 dollar to 1,000 dollar

Bro the magician and the person going to them are at fault. Educational campaigns by the government and all respective bodies of the various Islamic groupings (Sufi, Shia, Salafi) is best.

This is a serious problem in Pakistan and very bad for this society. An option is to ask the islamic ideology council to declare all people who indulge in these activities as non-believers and mushrik and hence out of islam. At least the folks at the council could do this instead of infighting.

At every masjid, this message could be relayed. It is the weakest option but worth trying.
