Should Pakistan's Railways be outsourced to China

Considering the existing body (railway administration) can only manage to run it at 10% of it's total capacity , I was wondering perhaps Pakistan should just outsource the Railways operations to China

40-60% Profit share bases , as long as it is 1000% efficient from current standards ?

With the whole CPEC angle would make sense to seriously consider this option

Let the Chinese firm open a training branch in Pakistan (Collaboration with local University) so that a new workforce can be trained to run the system according to higher standard

They come in bring investment , hire from fresh start and train 5,000-10,000 new people after these kids pass exams and quality check

Government just comes and collects 40% profits on a 1000% improved revenue efficiency with Chinese management

The old goons we have will continue to see bribes from USA to buy US Locomotives

Country with 180 million people (180,000,000) daily revenue from Train and Subway should be million travellers daily travelling on trains or more resulting in Millions collected daily !!!

need to be divided into many sub divisions/organizations that should be privatized with govt retaining some share and giving tax relief so that tickets/cost would be cheaper

Why don't you transfer country's management control to China

Get the resolution passed in Parliament, make neccessary changes in Constitution

When you discuss and think about outsourcing everything to other nation, you are exposing your inability to manage so many domestic public welfare activity yourself. I think Pakistan must manage everything on its own.

you dont give such important critical assets to foreign countries. local metro trains may be suitable for that but not national railways.

Why ?
If it helps the trains to start running well , go for it.
But since it wont be free and money and jobs will be involved , have a handover plan of like 7 to 10 years in which its completely handed over to locals.
