GPS is the same for everyone...There are no military and civilian (different) satellites...The only difference is that the military has more frequencies...

Regarding Baluchistan...I would like to remind my Indian Friends here that Pakistan has actually allowed Nationalist Baluchistan parties to contest in elections. So far they are a minority...I don't see such parties in Indian Kashmir who can be nominated...
