Kashmir was a very peaceful state before 1987, barring a few radical elements everything was fine in Kashmir.
Let me give you an example, until 1989 (i.e before the start of the armed rebellion against Indian govt), foreign and Indian visitors flocked to the valley. Kashmir used to welcome close to 700,000 tourists but 3 years later, as violence gripped Kashmir, the number fell to just 6,000. That proves how peaceful the valley was.
