Politics in sub continent share this misogynist views about women. We all had a Female ruling our respective countries but sadly we still can't tolerate women who have a strong independent political views. We have to make such cheap comments every now and then to score cheap points on political opponents.

Actually to be fair Nawaz's issue is not women but PTI.
Another dilemma faced by old political parties of Pakistan including ruling PML N is that their support base had always been the old generation of women or for that matter mature women whereas PTI managed to get attention of young generation and the one that dressed up modernly.

The young blood is supposed to behave like youngsters.

All these political parties including Noonis should understand that you guys indeed would be attracting the ladies that stand in the corner without enthusiasm with sophisticated leaders like Abid Sher Ali and his most civilized language whereas PTI support base would see vibrant electorate when it comes to women.
