We can only guess and it depends on if it is MIRVed or not. Each MIRV warhead would obviously be smaller.
Open source data estimates 32-45 kT for a single warhead.
But we don't need Shaheen 3 to target Delhi. A Ghauri would work just as well.
Others using the nuclear simulator input 45 kT for Delhi with ground zero on Rajpath.

Yes. The 35-45 kT is based off the largest yield recorded at the Chagai tests. Pakistan has been boosting its warheads with Tritium. A megaton range needs fusion technology which as per current information we don't have. It was also rumored that one of the Chagai detonations were Tritium boosted.
so theoretically Pakistan may be in
borderline into the megaton range but not being a physicist I may be horribly wrong.
