ISLAMABAD: The China-Pakistan Economic Corridor project was the subject of much debate and criticism on Monday at a meeting of the Senate Standing Committee on Communication.

So much so that at one point Senator Daud Khan Achakzai termed it a “a highway project between China and Punjab”, while others expressed dissatisfaction and anger over what they termed the unfair prioritisation of development of the eastern route of the CPEC.

“It is, in fact, the China-Punjab Economic Corridor, because it will mainly benefit Punjab and not the other provinces,” said Mr Achakzai, who is also the chairman of the committee.

Shahid Ashraf Tarar, who is currently officiating as both the communications secretary and chairman of the National Highway Authority (NHA), was present in the meeting but failed to allay members’ fears and concerns.

“Prime Minister Nawaz Sharif is frequently inaugurating CPEC-related projects on the eastern route, such as industrial zones in Sialkot and Lodhran, but the western route only gets promises,” the chairman said.

He said: “It seems that work on the western route will not start even in 2025 and the expeditious nature of work on the eastern route indicates that the project is meant only for Punjab. This impression is not giving a positive message, rather it is increasing resentment among the federating units.”

If the sense of deprivation is not removed now the responsibility of any misfortune will lie squarely on the prime minister’s shoulders.

The committee supported the Sukkur-Multan Motorway, but stressed the need for taking up development and construction work on the western route. “There has been no progress on the Quetta-Chaman Road, Zhob-Mughal Kot Road and the Kachlak bypass,” he said.

Another member of the committee, Senator Usman Khan Kakar, said that ignoring the western route was not a good omen. “Unfortunately, 20 per cent of the country is preferred over the rest of the 80 per cent of the country,” he said.

Mr Tarar tried to satisfy the members of the committee by saying that an additional amount of Rs20 billion had been allocated for Balochistan. “Bids have been invited through newspapers for initiating work on western route,” he said.

The communications secretary said Prime Minister Nawaz Sharif would soon inaugurate two main highways: the N-50 (Kuchlak-Zhob-DI Khan) and N-70 (Multan-DG Khan-Loralai-Killa Saifullah).

“However, the secretary failed to satisfy the members of the committee,” said an official handout issued by the Senate Secretariat.

At the last meeting of the committee, the secretary had confessed that no funds had been allocated for the western route of the corridor so far.

Lets see
1-Energy projects: No private power producer would like to setup a plant in KPK since the collection record is dismal and collection is utmost essential in mid tier cost projects.
2-Even the Industrial and skilled Labour in KPK is imported most dominantly from Punjab
3-The biggest benificiary i.e. the transport sector is dominated by Pushtuns.
So as I said before, KPK is naturally unsuitable for Industrialization, more for Mineral extraction. Looking at the current state of already working industrial estates of KPK, one shouldn't expect anyone coming to invest. Thats why despite a tax holiday notified on KPK, not a single interest or intent has been witnessed.
So western corridor would most likely be a transport route.
The mass production Industry will be setting up in Gawadar, not Punjab since it is next door to port plus it being a designated Export Processing Zone. Punjab wouldn't get anything significant other than the energy and infrastructure for her existing deficient industries.

ok well if we assume you are rite but then again man they should get their equal share in one way or another because they are equal shareholder in this federation

CPEC PRIMARILY benefits Baluchistan, THEN Sindh and Punjab. The KPK doesn't have the proper labor and an infrastructure to support any business parks in KPK, as the government there hasn't done much work to CREATE the infrastructure, or any growth planning (like Punjab has IT parks, Baluchistan has a ton of technical and vocational training institutes, etc).

But without going through KPK, you can't get to Baluchistan, so its crazy to assume KPK does't get benefits. In fact, majority of the transport industry is KPK based, so they will get huge benefits. IK needs to create internal state progress pan and business parks to use the CPEC to his advantage, like Punjab and Baluchistan did. Baluchistan will form the future Riches of Pakistan, just watch the next Ten years. The KPK isn't moving in any direction due to IK's lack of focus, so it'll remain behind.

Its very easy to blame all of your failures onto someone else, in this case, IK doesn't deliver or do anything. But he runs his mouth and criticize everything NS and his team doesn't. YEA, that way of performing, will definitely get IK the votes. In fact, in the next elections, he may win 1% of the seats, unless he shows the country he has the ability to deliver something!!!

I think it's not a $45 billion project at all. Even China has committed to invest over $100 Billion in this and other Western and Asian countries are also working with Pakistan to invest in this. I don't think so its for one location. This is for Pakistan.

Well FATA is itself to blame, have producer more insurgents throughout history than intellectuals.

I thought FATA did not want to be made a full province of Pakistan back when they agreed to be part of Pakistan. She wanted her autonomy? Am I missing something here?

It is per the agreement.
But seems like its going the otherway around and we should just integrate it after the clean out.

You are right though your evident ignorance speaks for itself , pahstun are good for doing chowkidari at lahore or driving trucks

The Army is pushing for reforms that bring FATA into the mainstream, either as part of KPK or a new province, it's the civilian government that is dithering and approaching the whole issue without any serious intent.

The PMLN former a 'committee' only a week or so ago for 'FATA reforms' - I'm not even sure if they have met yet ...
