Senate Demands Formal US Strategy to Stop China in South China Sea / Sputnik International

Panicked by China’s growing influence in the South China Sea, several US Senators have demanded that a formal strategy be put in place to combat what the United States sees as a threat to its own hegemony.


Reaching across the aisle, two Republican Senators – John McCain and Bob Corker – have teamed up with two Democrats – Jack Reed and Bob Menendez – to draft a letter to US Secretary of State John Kerry and US Defense Secretary Ash Carter.

Composed Thursday, the letter addresses the need to develop a comprehensive strategy to counter China’s land reclamation attempts in the South China Sea. Without such a plan, "long-standing interests of the United States, as well as our allies and partners, stand at considerable risk."

Chinese Military Weighs In on Second Carrier Rumors

The letter makes specific mention of Gaven Reef. Located within the strategically located Spratly Island group, the reef has seen significant development, with the Chinese government constructing artificial islands, as well as digging new maritime channels.

A second installation is also mentioned by name. Johnson Reef, located in the same island group, was once an entirely submerged formation, but has since been built into a 25-acre artificial landmass.

"While other states have built on existing land masses, China is changing the size, structure, and physical attributes of land features themselves," the letter said. "This is a qualitative change that appears designed to alter the status quo in the South China Sea."

The Senators expressed their concern that any of these reefs could be militarized and used to establish a new air defense zone. This fear stems from Beijing’s 2013 creation of an air defense identification zone (AIDZ) in the East China Sea. That announcement was followed by an outcry from both the US and Japan.

Still, while decrying a Chinese military presence, the United States has long maintained its bases in both Japan and the Philippines. Last month, the US Navy began flying some its most advanced spy planes, the P-8A Poseidon, out of its bases in the Philippines. This was viewed largely as a signal to Beijing.

The letter called for a strategy to establish "specific actions the United States can take to slow down or stop China’s reclamation activities…"

"We have a right to do this," Chinese Foreign Ministry spokesman Hong Lei said in response to the Senator’s letter.

This echoes comments from Beijing in previous years, when US authorities first expressed concern about construction in the Spratly Islands.

"China asserts indisputable sovereignty over the Nansha [Spratly] Islands and the adjacent waters," Chinese Foreign Ministry spokesperson Hua Chunying said during a press briefing last September, "and China’s activities on relevant islands and reefs of the Nansha Islands fall entirely within China’s sovereignty and are totally justifiable."

The South China Sea is a heavily disputed expanse of ocean. While Beijing claims nearly 90%, these territorial assertions are disputed by various other nations in the region, including the Philippines, Vietnam, Brunei, and Malaysia.

The Senate – and John McCain in particular – seem very fond of postage these days. Earlier this month, Senate Republicans sent an open letter to the leaders of Iran, warning them that any deal made through the Obama administration’s nuclear negotiations would be swiftly rejected by Congress. Responding, Ayatollah Khamenei called the letter "a sign of a decline in political ethics and the destruction of the American establishment from within."

In my view, recent US strategy has been reckless and foolhardy.

During the Cold War, the US strategy was conservative and always considered the likely reaction of Russia and China. This lead to pragmatic policies, such as the One China principle.

Today, the US is mishandling foreign policy. What happens when you try to expand NATO into Georgia and Ukraine? Obviously, the Russians will use their hard power and retaliate.

The U.S. "pivot to Asia" was a not-so-subtle form of Chinese containment. The Chinese response was to reclaim islands and build a new Great Wall (or Maginot Line) in the South China Sea.

What if the U.S. provokes China further as the Senators desire? At a minimum, we'll see a Chinese declaration of a South China Sea ADIZ. Additionally, China may decide to engage in a large military build-up of naval vessels. Accelerating development on the Type 096 SSBN with 10-MIRVed JL-3 SLBMs will be a huge strategic deterrent to the United States.

Actions have consequences. Continued provocation of China in its own backyard will lead to a worsening American position.

But Obama pivotal to asia is a dumb move in the first place. It only Spurs or accelerate China military expansion. And the problem is most other Asia countries surrounding China either has no money to match Chinese budget or simply has too much business ties with China that they cant ill afford a flare up.

The pivot was in response to expansion. You are going to expand whether we are there or not.

I think you are wrong. Nothing was happening in the South China Sea until the "Pivot to Asia."

The Philippines and Vietnam became aggressive due to perceived US backing.

This forced China to assert full control over Huangyan Island/Scarborough Shoal.

Due to the US joint exercises with the Philippines and other provocations (such as the Cowpen incident), China responded by reclaiming the islands.

Hence, the facts would seem to show that there was no Chinese expansion. It looks like China was responding to US provocations. The US strategy is the usual divide and conquer. However, that strategy won't work against a superpower like China.

China is too strong to apply a divide-and-conquer strategy. The neighboring states are too weak. Even if they were all united against China, China's military would smash them all to bits and annex them within two months.

Four stretched out little islands is still a tiny nation without resources.

Here is a geography lesson for you (Nihonjin).

Montana = 380,800 km2
Japan = 377,944 km2

America, definitely, is a vast continental power. With untapped, vast natural resources. Why compare Japan and USA ? We're both synergistic with each other; being allies and all.

Japan is -- more or less -- about the size of Vermont, New Jersey, New York , Massachusetts, Rhode Island, Virginia, North and South Carolina, and a bit of Georgia -- combined.

Shinzo Abe hasn't created sufficient trouble.

As soon as there is an incident in the air or at sea, the situation will change.

You create a lot of threads about Japan this and Japan that.

Imagine if I created tons of threads about Taiwan this and Taiwan that. It would be absolutely silly. Taiwan is a small power.

Similarly, Japan is only a medium-size power. No one really cares about Japan. People only care about the big boys.

Japan carries very little weight in international affairs. For example, no UNSC seat.

Your country is tiny. It has no resources. It has no thermonuclear weapons. It has no nuclear submarines.

The truth is that Japan is smaller than Montana and almost as weak.

Once you acknowledge the truth, perhaps you'll stop posting endless threads about weak Japan.
