Yes, unfortunately that is true. I've heard quite a few stories myself from Pakistani taxi drivers who have had to deal with savages like these. Many cab drivers have even been killed by these thugs. People have been disarmed from defending themselves from animals like these due to a strong bias in the gov.t and media in their favor due to their skin color. Talk about racism.
