Something in the lines of UAE perhaps.Many forget that its a union of 7 separate countries, but then again even inside UAE Dubai and Abudhabi reigns supreme over others.

1.Arab Union of the Servants of America (AUSA). AUSA may not take off. Even if it did, it will not last.

2. Any meaningful union must emanate from a desire from the peoples involved - not from the disliked rulers who are in power because of an external master. Any union must be motivated by an ideology and clear objectives. For instance, Islam had united the Arabian peninsula. A rise of true Islamic values or an increase in Al Qaeda activities might unite the Arabs.
