Three massive issues here:For a country like Iran which neihbouring Afghanistan aka producer of 80% of opium worldwide death penalty is the least thing we could do ... but punishments are not always the best way to meet a problem.
1) I don't believe that all of these so called criminals are being executed for drug offenses.
2) As you say, punitive punishments won't stop the problem.
3) There's the issue of fair trials, or lack of them.
There's no proper lengthy appeal procedure in Iran and of course no proper trials.
As I said, both Iran and Saudi kill people based on Islamic law in the 21st century. That is barbarism and backwardness defined.
