Actually , US is done with oil. Lot of oil in US and huge energy revolution is coming in North America. Motor industry is going hybrid. Oil producer need to explore new avenues for income. Otherwise............Plus China is going hand in hand with US in this energy transition.
In military/bureaucracy funds utilization is total different scenario then private sector. Agreed what you wrote. Its very common phenomenon in defence and other govt related department. Where huge abuse and misuse of fund and kickbacks .......hope you know what I am saying..US is not done with Oil, they just refuse to drill when it would be cheaper to simply buy. America so far has shown very little advancement in Energy revolution, Private companies are fucking over the energy department in order to gain more profits. yes you may look at Solar panels and assume that we are light years ahead, We aren't.
For example private contracting companies(in this case honeywell) when hired to build energy systems or upgrade existing ones for Fort richardson, they instead scrap the system entirely and install generators to every building not only wasting a shit ton of government money but also screwing over troops and the military of an actual reliable energy system not only that but we paid them over 300 million dollars for this one upgrade.
The myriad of problems doesn't stop there we have been in engaged with honey well for a lawsuit against what they did since not only did they make us pay for something we didn't want but also they made us pay for scrapping the system they were supposed to upgrade. 7 years ago we started a lawsuit against them and we are still fighting them in court to this very day and WE STILL HIRE THEM! numerous other companies have done this and gotten away with it, slowly chipping away our ability for the U.S military and government to provide reliable energy. America is far from Smart nowadays and Congress and Senate are even more confused then your average citizen.

Europe is also hugely dependent on Oil and gas, they are far from ready to swear it off. If Iraq,Iran,Saudi Arabia, and Russia all decide to raise the prices then then prices WILL rise. In fact this is almost ingenious. By lowering the oil and gas prices people stop looking for different solutions and energy sources and continue to rely on others, The spike will hit Europe really hard and other oil and gas nations will use this opportunity to make some more income and raise the prices too.

Hybrids are pretty much high teach. Hundreds of sensor and software updates. But its the future. A huge change is expected in next few years.Chevy and GMC moved to Hybrid this year. Motor industry already build driverless cars, but delay is due to insurance issue. Nissan ready to launch driverless in next two or three year.In the auto-mobile industry only a small amount of companies are looking towards hybrids. Thats because hybrids tech is still not up to par with non-hybrids. Frankly for your regular hybrid they lack a lot more performance and reliance and need a lot of maintenance to run. Maybe 20 years in the future we can safely say this but today? No way.
Saudi Arabia and Russia sign oil pact, could limit output in future
HANGZHOU, China (Reuters) - Saudi Arabia and Russia agreed on Monday to cooperate in oil markets, saying they will not act immediately but could limit output in future, sending oil prices higher on hopes the two top producers would work together to tackle a global glut.
The joint statement was signed by the country's energy ministers in China on the sidelines of a G20 gathering and followed a meeting between Russian President Vladimir Putin and Saudi Deputy Crown Prince Mohammed bin Salman.
