It takes years of command and experience to train an officer corps that are capable of handling Warships and Submarines. Adding a whole bunch of frigates and submarines does not automatically mean it has become the strongest Navies in the World. Saudi Navy is in its infancy. And also to project power through Navy, Saudis need Air Craft Carriers, which they don't have. All in all, it will take Saudis another 30-40 years before they have a Navy that can be considered world class. That is if they continue on this path of massive Militarization expansion.
As for 1,000 fighter planes, that is not going to happen either. Saudis have no need for such a massive air force.
And for 300 Stealth Planes, who is going to sell them these Stealth Planes? The only Stealth Plane operational is the F-22 and the other one is F-35 which will first me made for USA and then for the rest of the partner nations.
Saudis won't get their hands on F-35 for another 20 years at the minimum.

Why do not GCC countries start fighter aircraft, an indigenous stealth corvette, midget submarine and ballistic missile programmes with help from fellow Arab countries? I am not asking for cooperation with other Muslim countries, but why not with other Arab countries? At least you can provide citizenships or similar benefits to Egyptians, Jordanians, Syrians, Algerians, Sudanese, Moroccans and other Arab Muslims to tap into the huge pool of talented researchers and scientists.
You can start two or more competing projects for each 'major' weapon system, so that the threat of competition improves performance of the two competing teams. That's just one idea, you could pursue your own idea to develop your own indigenous capabilities. What is holding you back?
At last, it is good that you are competing against Americans, other infidels, Iran and similar countries by taking warfare to the 'media front' as well.
