Most likely it was going for a military base near the boarder. But to get more support from the population, saying it was targeting a civilians shows more sympathy, and thus more support from the population. None of the missiles Houthi have can reach that distances from Yemen.

At war times, no one offers you chocolate, the airport that allows fighter jets to take off, will be the targeted. Tunisia is not a famous country. Syria has far more history than Tunisia. Damascus and Aleppo are two of the oldest cities. Syria was part of the Roman empire. Damascus was the capital of the Umayyad caliphate. In China everyone knows about Syria, few people know about Tunisia. Tunisia cannot compare to Syria.

These modified scuds are too enormously inaccurate for the target to be known just by where they have been shot at. Also, bear in mind, the Saudis have made impossible claims like Houthis targeting Mecca (the holiest site in Islam) before.
