Saudis have a deal in place with UK to upgrade 80 Tornados for $4.66 billion.
What makes you think those potential F-15C/D would be replaced. Give me a logical answer.

The Royal Saudi Air Force (RSAF) upgrades include components to extend the life of the fighter bombers and highly-accurate target acquisition pods.
The Goodrich Corporation announced it had been selected to upgrade Saudi Arabia’s fleet of 150 F-15 Eagle fighter aircraft with Grid-Lock flight controls. The retrofit of the aircraft ailerons, flaps, rudders and wing tips will bring them up to par with US Air Force F-15s, the company said.
“The RSAF recognized the improved lifecycle costs that the USAF is realizing on its flight control surfaces as a result of this innovative technology,” Marc Duvall, president of Goodrich Aerostructures, said in a statement.
The London-based Jane’s Defence Weekly reported.
That a July 2010 news now best part is new information has surfaced about upgrades with AESA and other systems as of Sep/Oct 2010.
So 72 F-15s are already SA standards.
Another 150(+3) goes through upgrades with SA standards.
Another 84 on order (SA/SE could be any of these two)
Look ras if you have some personal problem with Saudis say it don't try to make fool out of yourself you are not in us administration what you see is what you get and that is what it is, if you feel bad about such good deal write to us department of defense and protest.
ps. if they are getting better upgrades it shouldn't bother you.
We'll see about detection and destroying and what not later its good they're upgrading their airforce is that a bad thing if they end up with AESA radar?
