Many months back i heard one senior government official of Punjab (probably from the roads and transport authority) saying on TV that Lahore metro project was started in 90s and initial bids were received and successful bid was selected and each time the project got stuck due to financial or political reason new bids were invited and this happened 3 or 4 times.
He also added that Investment on roads and transport is a "DEAD INVESTMENT".
Countries consider investment on roads and transport as one of the major factors for drawing the attention of investors and is a plus factor for investment and later developments in many fields, but if the government says that investment on roads and transport is a "DEAD INVESTMENT" what would you expect them to do?
Maybe it is indeed a "DEAD INVESTMENT" as the heads of provincial and federal governments and the government officials cannot earn much out of it for their deep pockets and purses and wallets, bank accounts etc....
