Saudis need intelligence from within Iran. The only way to hurt the Iranis massively is to infiltrate and support separatist groups. Otherwise the Iranian won't stop supporting the Houthis. Is Saudi Arabia capable of doing such a complex and difficult operation in Iran? İ don't think so.
