ISLAMABAD: Smartphone manufacturer Samsung is keen to set up its assembly plant in Pakistan, Federal Minister for Industries and Production Hammad Azhar announced through a tweet on Friday.

The minister tweeted this after his meeting with Samsung Pakistan MD and CEO. He said that the smartphone production in Pakistan is increasing exponentially following the Pakistan Telecommunication Authority (PTA) implementation of Device Identification, Registration and Blocking System (DIRBS), and Mobile Policy launched recently.

Samsung officials appreciated both policies and are now actively considering setting up a smartphone assembly plant in Pakistan, he wrote. Earlier this year, the Economic Coordination Committee (ECC) had approved Pakistan’s first Mobile Device Manufacturing Policy in principle.

After a detailed briefing on various aspects of the policy, the ECC also directed the Ministry of Industries and Production to further fine-tune its various features and incentives for promoting localization and research and development leading to export of mobile phones.

Ministry of Industries and Production initiated Mobile Device Manufacturing Policy in January 2019 by designating Engineering Development Board (EDB) as a secretariat for policy formulation through consultation with public and private sector stakeholders.

About time too, pakistan has a large workforce that can be trained for low cost. It has always amazed me how Tech companies like Samsung etc and even mainstream vehicle manufacturers have shied away from setting up shop in Pakistan. Audi group can capitalise on this, their mainstream affordable brands such as VW, Seat and Skoda can be manufactured in Pakistan (even assembly would be good value for investment).

The current mafia of Japanese brands needs to broken, maybe Samsung will usher in a new trend of investment from such firms and change the face of Pakistan. I can then purchase a car in Pakistan, cannot for the life of me think how Toyota,Suzuki etc have gotten away with it so far.

Its about time they should start using Mehrans as target practice down range. In all honesty its not even good enough for that.

KARACHI: Leading smartphone manufacturer Samsung is considering setting up an assembly plant in the country, said Minister for Industries and Productions Hammad Azhar on Friday.

“Smartphone production in Pakistan is multiplying following the Device Identification, Registration and Blocking System (DIRBS) implementation and Mobile [Device Manufacturing] Policy launched recently,” Azhar tweeted on the microblogging website.

He said that Samsung Pakistan appreciated the government’s policies and is actively considering setting up a smartphone assembly plant in the country.

“Met with Samsung Pakistan managing director and chief executive officer. They appreciated both policies and are now actively considering setting up a smartphone assembly plan[t] in Pakistan,” he added.



The cabinet had, in June this year approved the Mobile Device Manufacturing Policy to promote indigenisation through local and foreign direct investment and joint ventures. The policy aimed to reduce mobile prices in the country through localisation and increase exports by offering tax breaks and incentives.

At the moment, around 14 smartphone companies are producing handsets in the country but most of those are feature phones with 2G technology. However, the mobile policy aims to incentivise production of smartphones with 3G and 4G technologies as well.

Moreover, in a step towards discouraging smuggling of smartphones and protecting local smartphone producers, the government had also implemented DRIBS. Following the implementation of the system, the government can ensure only registered devices are used in the country.

The current Samsung Flagship Note 20 costs above 200,000 PKR which is too damn high. If phones start assembling here, it should have some sort of impact on the price owning to cheap labor. Otherwise the only good side is more jobs and skilled labor force but sadly no high end samsung phones for the masses.

Apple and a myriad of other phone manufacturers already produce their phones in China using cheap labor(relatively speaking)...however just bcuz they can cut the cost down doesn't always translate to those savings being passed on to the consumers. It depends on their business model. A majority of phone makers have settled to have a premium flagships that cost $800+ and mid-range phones that are more affordable to target those that can't afford flagships. Any savings in the cost of making the flagships...generally just means a higher profit margin for the company. The goal at the end of the day is to make the most money for the business...not to save the most money for their customers. Whether Samsung sets up shop in Pak or BD or some other country with cheap labor...I doubt their flagships would come down in price as a result of that...but one can hope I suppose.

This is a direct result of forward thinking, investment savvy policies that this govt is introducing. The number of policies and lawmaking that has been done in the past two years has been phenomenal. Without thinking of the political fallout or the consequences for the next election, this PM for the sake our future, has undertaken all the difficult decisions. And they are slowly bearing fruit. From revising CPEC contracts to power generation contracts, from making dams that were due to be made in 2017 to planting trees, he is doing it.

On its own, Samsung's assembly line has little benefit but it will propel us forward and set our silicon industry up. One small step at a time.

Apple does not manufacture mobile phones by itself. It orders Foxconn (and other Taiwanese and Chinese companies) to assemble the phones with components from many suppliers. Companies from various countries, including Vietnam or Pakistan, are doing the same. Apple is just the biggest customer of Foxconn.

Second point is that there are many component suppliers in China and they can manufacture nearly 100% quality components at relatively good price, from screw to screen to processor. And there are perhaps several hundred, if not thousand, of such components in one mobile phone

In the meantime, to be honest, Vietnamese suppliers cannot manufacture even a simple screw to be used in the phones, although we have the biggest assembly plant of Samsung outside Korea. Technically we can manufacture the screw (And any African country can do as well), but we cannot do it at a reasonable price (no technology (imported), no suitable metallurgy (imported), lack of skilled manpower (very high salary). Not to mention more sophisticated components like screen, processor, memory chip etc.

That is the difference between China and other countries, which are basically not related to the labor costs. And you can list other advantages like excellent infrastructure and logistics.
