Why can't they try to make the vehicles instead of just assembling the CKDs? It is after all a truck, not an aircraft.

Nobody ever incentived them to do that. Why would a Japanese company take jobs out of Japan and send them abroad without compulsion? Instead they just charged ridiculous prices for inferior products.
