Sahiwal op in my view is a bad example when an op is executed in hurry and gains too much public attention.

And in Sahiwal anti terrorist squad killed a family in an anti terrorist operation by mistake
Only a paid patwari can compare these two incidents

notice the word mistake
Model Town Op was also an encroachment operation where a few innocents were killed by "mistake"
