They Russia built hundreds of new aircraft the past 10 years with over 300 helicopters such as MI-8s, MI-28, KA52s, hundreds of fixed wing aircraft such as SU-35, SU-30SM, SU-34s, and Illusions variants were produced, dozens of new ships and submarines are also in service such as Borei class, new MRAPs, APCs, Tigres, new Ratnic gear, S-400s, Pantsirs, and dozens of other weapons systems have been purchased.



The military budget is not part of the modernization budget for purchases.

The Leopard is also from the Cold War and has performed poorly in Syria. Russia has built and inducted more modern weapons in the past 3 years then Germany has in 20 years. Your "military" is basically a joke, nothing is operational, everything is broken down and in need of parts. Germany has no force projection whatsoever, just a few aircraft and armored vehicles and some naval vessels.
