"Thus, Russia is trying to prevent a backlash from the Indian side", states Topychkanov. "Despite the fact that Russian officials have repeatedly stated their intention to launch a full-fledged military-technical cooperation with Pakistan, no real steps have been taken in this direction so far. At the same time, Moscow has faced a backlash from Delhi due to these talks", notes Topychkanov.

Russia will supply to Pakistan six military transport helicopters Mi-171SH in 2016.
This is the civil version of the Mi-8ATMSH, which is the Russian army's newest multifunctional helicopter. Mi-8ATMSH can be deployed for transportation of troops and ammunition, as well as for air support to troops in close-quarter battles, thanks to which it has got the unofficial nickname "Terminator" in the armed forces.
Mi-171SH, as compared to the Mi-171 "Terminator" is not fitted with basic weapons and is purely meant for transport purposes — for civilian as well as military purposes. It should be noted that this will not be the first delivery of this type of armaments to the region. Mi-171SH has proved itself very proficient in the very complex and difficult climate of Bangladesh, Pakistan's neighboring country.
Pyotr Topychkanov, Senior Fellow Researcher at the Center Security of the IMEMO under the Russian Academy of Sciences notes that if these deliveries do take place, then it will be a landmark event for the entire region.
"First of all it would demonstrate that Russia and Pakistan are beginning to develop their military-technical cooperation. Secondly, that Pakistan is more and more interested in a signing of contracts with Russia, which, when viewed in a complex tangle of complex relations in the region, is groundbreaking and a very significant point", sums up Topychkanov.
From a different angle, it cannot be said, according Topychkanov that the parties have entered into a contract for a direct supply of weapons. Indeed, in this case it is, as they say, a "dual-use" equipment, which will be part of the military transport aviation, engineering troops and not a part of the attack units of Pakistan's army.
For this reason, according to Topychkanov, our country has an excellent understanding of the fact that the contacts with Pakistan can cause the most negative consequences for our military-technical interests in India.
"For this reason, so far there have been no implementation of deals with Pakistan, though considerable plans were earmarked, and Russia is working very carefully on this front, but an interest to cooperate with Islamabad certainly exists", considers Topychkanov. In addition, one should not overlook the objective risks of the Pakistani market, as it cannot be said that Pakistan is beginning to build its relations with us in a "vacuum".
"The United States and China stand out as the key partners of Pakistan in the military-technical sphere, and the package of assistance and investments that is being offered to Islamabad by these countries is not comparable with those prospects that can be anticipated by the Pakistanis in cooperating with Russia", sums up Topychkanov.
In addition, the United States has expressed great displeasure to the fact of a possible military cooperation between Islamabad and Moscow. Therefore, Pakistan, as well as Russia, must take into account the interests of third parties, which is why the military-technical cooperation between our countries, in one way or another, will initially be reasonably limited.
