Russia to compensate Iran for scrapped S-300 missile deal

Russia is holding talks with Iran over compensation payments for the cancellation of a contract to supply Tehran with S-300 air defense missile systems, Rostekhnologia head Sergei Chemezov said on Thursday.

The contract to supply Iran with the missile system, one of most effective in existence, was signed at the end of 2007. Russia was to supply five divisions’ worth of S-300PMU-1 for $800 million.

Russian President Dmitry Medvedev signed an order on 22 September on compliance measures with UN sanctions against the Islamic Republic over its nuclear program, which the West believes is aimed at developing nuclear weapons. Iran denies the allegations.

Medvedev’s order banned export to Iran of armored vehicles, military aircraft, helicopters and ships.

“Talks are underway on how to compensate for Iran’s outlay,” Chemezov said.

The missile systems originally destined for Iran have been built, and could possibly be supplied to a third country, Chemezov said, with money from any sale being used to compensate Tehran.

The S-300 system is designed for defending high-value objects such as military bases and command and control centers. It can engage all kinds of aerial targets including ballistic and cruise missiles, up to a range of 150 kilometers and an altitude of 27,000 meters.

More than the money its the S-300 that Iranians will really appreciate.

If Israel does attack, then the S-300 would have had really helped.

Really very sad.First Indians deserted Iran and now Russians . India got the nuclear deal ( but now it does look like they have re payed americans by buying military transport planes and looks like American have also won the MMRCA deal ) and lets see what the Russians get for helping the yanks

Russia has thrown its defence ties with Iran on the altar of its “reset” with the United States. President Dmitry Medvedev last week imposed a sweeping ban on defence sales that goes beyond even the international sanctions on Iran and is likely to have a long-term negative impact on Moscow-Tehran relations.

Sceptics point out that Russia halted its defence ties with Iran once in the past also, in the vain hope of getting U.S. aid and investments. Under a secret agreement brokered in 1995 by the then Prime Minister, Viktor Chernomyrdin, and U.S. Vice-President Albert Gore, Russia agreed to stop selling weapons to Iran. The deal dealt a hard blow to Russia's struggling defence industry, depriving it of what was emerging as the third largest market for Russian arms after India and China. The U.S. “thanked” Russia by pushing NATO to its doorstep and bombing out its traditional ally, Yugoslavia. In 2000, Russia pulled out of the Gore-Chernomyrdin deal and resumed arms supplies to Iran.

Direct financial losses from the scrapping of the S-300 contract could exceed $1 billion. According to the Russian Centre for Analysis of World Arms Trade, Russia will lose at least $11 billion in weapon supplies to Iran through 2025. “Iran will never forgive Russia for this second sell-out in the past 15 years,” says defence expert Konstantin Makienko of the Moscow-based Centre for Analysis of Strategies and Technologies (CAST). “Russia may lose forever the Iranian market of not only defence but also civilian technologies.”

Aviation industry sources said Iran had already stopped negotiations to acquire Russia's Tu-204SM passenger aircraft. Russia's refusal to supply S-300 systems has put a big question mark on a wide-ranging energy cooperation road map Moscow signed with Tehran just a couple of months ago.

Tehran's recent announcement that it had begun work on its own missile system, analogue of the Russian S-300, Russian experts said, was an indication that the Chinese came to Iranians' help, offering expertise gained in cloning the S-300 Russia had earlier sold to China.

It is pretty sad that small countries with little resource are being push around in this world.

The only hope left for the third world is to throw their support to China and possibly India (if they weren't busy licking their former master's boots) which are the ONLY country left that can challege white Western hegemony in world affairs.

Russia really did sell out this time. I hope China can come in and save the day and resort peace. If Iran don't protect herself, it will embolden the West to attack her.

Weak countries are always bullied, just like in the school playground.

Iranians should not have trusted the Russians to begin with and gone to country with balls say like china from the begining.good news is china gains another customer.so only big customer Russians have left is india just a matter of time before they will have to buy from uncle Sam as Indian economy is heavily dependant on the west. With the Chinese help i hope they get the tech to manufacture this own there own.

Your sentiment has at the most "superficial" validity IMO. At its core, there is more emotion than truth.

The reason Iran has not been attacked is not , IMO, because of China's overt or covert backing.

Russians have been playing little games all over the map in recent years for all to see, and that's not because of her current strength.

But when Russia calmly makes a statement as in "it will NOT tolerate another major war on (or near) its borders", you can bet Russia means business.

Particularly a border as sensitive as the one below Armenia.

I am personally at as much of a loss as anyone else at this good cop / bad cop show on now for a while by the Medvedev/Putin tag team.

But mark my words, Russia will not "throw Iran to the wolves".

For their own sake!

Finally, shudra/peasants like you and me are not briefed about certain things. And probably never will. Iranians may be close to "self-sufficiency" in a certain level of missile tech with or without help from a certain East Asian country while Russia focuses on "appeasement" ...

And that certain country in East Asia keeps singing praises of non-proliferation to any who will listen ... while Bushehr gets online.

It's just all a coincidence, isn't it?

You see, Iranians themselves don't seem to be getting overly worked up about this S300 thing so why should you? :what:

Yeah I heard... Russia will give Iran over 9000 PAK-FAs as well as some of the current russian jets...

How much she has to compensate to Iran then?

Because Russia has some sort of twisted grudge against America :P

"Twisted grudge against America"! You sound like America is a paradise. The world has simply too many valid reasons to fear and hate America and one of them is its hypocrisy in the name of human rights and democracy.

Why doesn't Iran buy FT-2000 from China, it's almost as good as S-300.

what do you expect from backstabbers?? i dont even know why some iranians are upset for.
this is gonna make us, make an air defense ourself, according to fars new they have already began work on a project more advance than s-300.

Moscow returns $167m to Iran for scrapped missile deal

MOSCOW, September 28

Russia has returned to Iran a prepayment it received for S-300 surface-to-air missile systems it ultimately refused to deliver, the IRNA news agency reported on Wednesday.

Iranian Defense Minister Ahmad Vahidi said his country is also demanding compensation for breach of the $800 million contract.

Earlier this month Iran complained to the International Court of Arbitration over Russia's refusal to implement a contract for the supply of the S-300 systems.

In June 2010, the UN Security Council adopted Resolution 1929, imposing restrictions on the supply to Iran of conventional weapons, including missiles and missile systems , tanks, attack helicopters, warplanes and ships .

Russian President Dmitry Medvedev signed a decree banning the transfer of S-300 missiles, armored vehicles, combat aircraft, helicopters and ships to Iran on September 22, 2010.
