Russia seeks entry into Central Asian/Pakistani energy projects

DUSHANBE: Russia is ready to invest hundreds of millions of dollars to join high- voltage power line and gas pipeline projects in central Asia, President Dmitry Medvedev said in Tajik capital of Dushanbe.

Pakistan, Afghanistan and Tajikistan welcome Russias interest in a gas pipeline project across the countries to India, according to a joint statement signed by Medvedev and the countries Presidents here Friday after a summit with Pakistan President Asif Ali Zardari, Afghan President Hamid Karzai and Tajik President Emomali Rakhmon. It also called for accelerated construction of the CASA-1000 power project.

Afghanistan is seeking to develop the country as a bridge for energy supplies from Central Asian hydro-electric and gas resources to power-hungry economies of Pakistan & India. U.S. has supported efforts, seeking to stabilize the country before pulling out its major combat forces, a step it plans for 2014.

Tajikistan seeks to export electricity to Afghanistan through a 220-kilovolt power line that will form backbone of CASA-1000 project. Afghan officials said the line will be extended to Pakistan, whose 180 million people face electricity shortages of 3 to 4 gigawatts per day, leading to blackouts that have lasted for 12 hours in cities.

In December, President Karzai, President Zardari and officials from India & Turkmenistan signed an agreement to build a 1700-kilometer gas pipeline from Turkmenistans gas fields.

TAPI project faces war zones and insurgency along the route through Afghanistan & Pakistan. Russian Deputy Prime Minister Igor Sechin said in October that its gas export monopoly, OAO Gazprom, might join TAPI venture.

First of all, this energy pipeline will not go to India for free. India claims it has a lot of money so it will have to pay Pakistan and Afghanistan lots of money for transit and Tajikistan for gas. Every country cares about its own interests be it Russia, Pakistan, or India. I seriously doubt Russia is doing this for India. Russia, like many world powers, were always interested in Central Asian energy routes.

Zardari proposes 4-point strategy to boost regional cooperation


DUSHANBE - President Asif Ali Zardari proposed a four-point strategy on Friday to boost economic cooperation among Pakistan, Tajikistan, Afghanistan and Russia. Addressing the third quadrilateral summit here, he called for regional connectivity framework to physically connect the member states with road, railway and air links.

The president pointed out that Russia, Tajikistan were already connected and Pakistan might consider the road link from Dushanbe to Chitral in Pakistan through Iskatul Gulkhana in Afghanistan.

This would both be a shortest road by land and also link the ports of Gwadar and Karachi to Dushanbe and onwards to Russia, he added.

The president gave proposal for preferential trade arrangements, transit trade facilities, joint business forums, trade exhibitions and joint ventures in banking, textile, cement, agriculture and steel sectors to give a major boost to commercial and trade relations.

In this regard, he pointed out, the expansion of the Afghanistan Pakistan Transit Trade Agreement and said inclusion of other partners would be a significant step.

He said effective utilisation of water resources and energy generation would determine peace and direction of our economies and added, in this connection, implementation of CASA 1000 hydro electricity project was of great significance.

Pakistan could have been a trade and energy corridor for the Asian giants decades ago but instead the American puppets we had chose to launch international Jihad against the Soviets.

I hope that now atleast, Pakistan concentrates more upon economic development than Jihadi development.

HAHA. Gas will be coming from Tajikistan. No one is taking electricity or gas from Pakistan.

Pakistan is involved in this project because gas will also be coming from Tajikistan to Pakistan and also gas from Tajikistan will go through Pakistan to India too.

Pakistan, Russia agree to broaden scope of existing ties


DUSHANBE (Tajikistan), Sept 3 (APP)- Pakistan and Russia on Friday took another step forward in their efforts to turn a new page in bilateral relations by focussing on trade and economic interactions and working together for the stability and peace of the region. On the sidelines of Quadrilateral Summit now officially termed as Dushanbe-4 President Asif Ali Zardari and his Russian counterpart Anatolyevich Medvedev, while agreeing to build their equation independent of their bilateral relations with other countries, agreed to further strengthen bilateral relations and to broaden the scope of existing equation with an extended trade, economic, scientific and technological cooperation along with various other important areas including energy, counter-terrorism and strategic stability.

President Zardari reiterated his call to institutionalize a regular dialogue between the two countries at the Foreign Ministers’ level with annual bilateral meeting, alternatively in Islamabad and Moscow, to sustain the upward trajectory in the relationship.
Briefing the media about the meeting of the two Presidents, Spokesperson to the President, Farhatullah Babar said that during their sixth meeting in a period of less than three years, the two Presidents reviewed the progress made so far on the decisions taken during their earlier meetings.

He said that besides discussing need to further enhance cooperation in various areas, the two President also discussed the regional situation with reference to threat from militants including various other menaces such as drug-trafficking and the future likely situation of the region in wake of fast changing situation and recent developments.

Babar said that President Zardari welcoming Russian interest in various important energy projects such as TAPI, oil and gas exploration, hydel power production and distribution of coal based power generation appreciated the progress made thus far under the framework of Joint Working Group of the two countries on energy cooperation.

He said that Pakistan would welcome Russian participation in the projects of coal power generation from deposits from Sindh and the hydal power projects like Munda, Kuramtagni and Muzzaffargarh.

Babar said that that the mutual desire and understanding to enhance mutual cooperation in energy, oil and gas and power sector is beneficial to Pakistan keeping in mind Russia’s expertise in the energy sector.
He said that during previous visit of the President in May this year the two countries inked Memorandum of Understanding (MoU) on energy cooperation which includes cooperation in exploration, development and operation of oil and gas fields, hydrocarbon processing, coal industry, energy infrastructure, energy efficiency and all other mutually agreed areas of cooperation under the framework.

He said that during President’s earlier visit to Russia in May, the two sides also welcomed the participation of Russian companies in expansion of Pakistan Steel Mills (PSM). He said that MoU on the expansion and modernization of PSM from 1.5 mtpy to 3 mtpy in a phased manner was in the final stage.

He said that the two leaders during their meeting expressed satisfaction over the progress made under the umbrellas of Joint Working Group on Strategic stability and that of Counter-terrorism.

President Zardari appreciated Russia’s readiness to help Pakistan enhance its counter-terrorism capacity, including through supply of counter-terrorism equipment.

The need to further extend mutual cooperation in the areas of technical expertise, education field and scientific spheres was also agreed upon by the two presidents during their meeting. It was agreed to hold, at the earliest, the next session of Inter-Governmental Commission that caters to promote cooperation in these spheres.

During meeting President Zardari emphasized upon the need to materialize full existing trade potential between the two countries saying that greater market access to each other goods and services would help to enhance the existing trade volume of about 300 million dollars to $1 billion.

The President also reiterated his offer to his Russian counterpart for Russian Banks to open their branches in Pakistan, on one hand, and to consider entering in currency swap agreement, on the other.

He hoped that Pakistan’s proposal to declare Karachi and Saint Petersburg as sister cities, upon its materialization, would serve to enhance mutual cooperation and promote trade and economic activities between the two countries.

Discussing regional situation, the two Presidents showed their keen desire to work together for the peace and stability of the region. President Zardari said that Pakistan considers Russia an important player in the world affairs and an important stakeholder in the peace at regional and global level.

He reiterated Pakistan’s principled stance of its abiding interest in peace, stability and development of Afghanistan saying that Pakistan was committed to work with international community for the peace and stability of the country.

Other matters that also surfaced during the discussion of the two presidents included their similar stances on issues like membership of Economic and Social Council (ECOSOC) on various international forum such as United Nations.

President Zardari also expressed the hope that Russia would support Pakistan’s candidature for a non-permanent UNSC seat for the term 2012-13.

Cooperation in defence sector was also discussed during the meeting, Babar said. President Zardari also extended to his Russian counterpart invitation to pay visit to Pakistan, Babar said.

U.S. is a superpower and it has done so much for Israel. Today Israel would not be on the map if it wasn't for U.S. America has built Israel, it has built every sector of Israel. It has done so much for Israel that no country on earth can imagine doing for another country.

Pakistan can have the same relationship with China as Israel has with the U.S. This very close friend China is already building Pakistan, and a superpower China will be good for Pakistan.

Tajikistan summit

An important four-power summit concluded in Tajikistan on September 2 where Pakistan, Tajikistan, Russia and Afghanistan agreed to work closely to combat terrorism, drug trafficking and organised crime, and stressed the importance of linking their countries through modern highways and railroads. Significantly, Russia lamented the lack of progress in Pakistan-Afghanistan energy projects that could help bring stability to the volatile region. “There’s a whole range of projects that have been on the table for a long time which have seen no movement forward and which should be implemented,” the Russian president said, referring to the transnational gas pipeline and the CASA-1000 through which power will be sent from Tajikistan to Afghanistan and Pakistan. Indeed, like previous years, this year too there was talk of Central Asian electricity, and like previous years, the transport infrastructure needed to be able to achieve this continues to be missing. Given that Pakistan has been consistently looking to Tajikistan to strengthen its national power grid and Tajikistan has been eyeing Gwadar for an outlet to the sea through Pakistan, it is important to correct this infrastructure deficit and aim for the early establishment of air, road and rail links from Central Asia to Pakistan. In this regard, the road link from Dushanbe to Chitral in Pakistan and through Iskatul Gulkhana in Afghanistan is a welcome idea. It will also link the ports in Gwadar and Karachi to Dushanbe and onwards to Russia.

In Tajikistan, the leaders also stressed cooperation to fight and eradicate terrorism and extremism. Most important in this regard was the Russian and Pakistani suggestion that the Nato-led coalition in Afghanistan step up training of local security forces as it completes its phased withdrawal so that the new Afghan force is able to independently provide for the defence capabilities of the state, and combat extremist groups and drug traffickers. Russia is most keen to demonstrate it is playing a constructive role in improving security in a region where it has had a major influence historically and where it now wants to expand its footprint, especially as relations between Islamabad and Washington plummet. The thrust of the Tajikistan summit, as of the Shanghai Cooperation Organisation, is to replace terrorism with trade as the mode of communication between states. Indeed, if Pakistan wants to become a player in the Central Asian region, it is essential to establish trade and trade routes and stand firmly against the export of extremism from non-state actors. For decades, Pakistan has been quietly supplying the food markets of Central Asia through smuggling. The Pakistani potential for growing food crops can only be realised if it becomes a permanent source of supply to the region through secure and formal trade routes.

Israel gets help because USA is being run by jews. The american people dont really like jews. So they are not really friends. Even their goals are not the same, its only that jewish business men (bankers etc) have taken over USA and are forcing USA into doing all these crazy things.
