The problem for China was two linked issues:

- competition (or a lack of it)
- tax (or lack of a mandate for it)

The complete and total domination China had over its region meant that it had no natural competitors who would continually force it to innovate (this was one of the key sources of the sudden halt in Chinese technological development) in order to keep its social, economic and military advantage.
