Russia, India committed to multi-polar world

* Putin and Singh express concern at ongoing violence in Iraq and Afghanistan
* Seek practical cooperation among all SCO member countries

By Iftikhar Gilani

NEW DELHI: Russia and India on Friday pledged to establish a “multi-polar world order” and vowed to expand cooperation within the China-Russia-India trilateral format.

In a joint statement issued at the end of Russian President Vladimir Putin’s two-day visit here, the two countries expressed concern at the situation in Iraq and Afghanistan and called for global cooperation to curb terrorism.

Pledging to contribute to the post-war reconstruction of Afghanistan to make it a peaceful, democratic, independent and prosperous state, the joint statement said the two countries wanted to step up bilateral cooperation in Central Asia to promote stability and security by developing partnership with the regional countries. “India and Russia advocate the development of practical cooperation among all partner countries of the Shanghai Cooperation Organisation (SCO),” the joint statement said.

Highlighting the significance of trilateral cooperation between Russia, India and China, Putin and Indian Prime Dr Manmohan Singh said that such interactions contributed to strengthening peace and stability in Asia and across the world. The first trilateral summit-level meeting took place in July 2006 in the outreach format of the G-8 events in St Petersburg.

On Iraq, the statement said the two sides believed that peace, stability and progress in Iraq could only be achieved through reconciliation and a broad internal dialogue between all ethnic and religious groups and political forces of the country. “India and Russia believe that the developments in Iraq indicate the need for collective international efforts aimed towards an early normalisation of the situation in the country,” it said.

Calling for political and diplomatic efforts to end controversy over the Iranian nuclear issue, Russia and India asked for the implantation of the unanimous UN Security Council Resolution 1737, which underscores the need for more active and transparent cooperation of Iran with the IAEA.

Reaffirming a commitment to securing a comprehensive, lasting and just settlement of the Arab-Israeli conflict on a firm international legal basis in accordance with the UNSC resolutions, the Madrid Principles and the Road Map, Russia and India supported the Arab Peace Initiative adopted in Beirut in 2002. They called for resumption of dialogue on all tracks – the Palestinian, the Lebanese and the Syrian – for comprehensive and durable peace in the region.

Condemning terrorism in all its forms and manifestations, Russia and India said the scourge should not be associated with any nationality, religion, culture or ethnic group. The joint statement said that the two countries would cooperate to implement the United Nations Global Counter-Terrorism Strategy and ensure an early entry into the International Convention for the Suppression of Acts of Nuclear Terrorism.

The statement said that Russia would support India’s draft Comprehensive Convention against International Terrorism submitted to the United Nations.
