If you read last line carefully, it is actually a support for Pakistan from Russia........means, we (Russia) are with you in stopping terrorist groups in the territory of the country whom PA is fighting now and who are destroying Pakistan's infrastructure and killing Pakistani people, be it sponsored by India or any other country.

Coming from Russia, it is pretty mild and even neutral in nature.

And know very well the long history of Indian own sponsorship of terrorism in the region (Mukti Bahini, LTTE, BLA, TTP etc).

Modi otherwise failed on almost every promise he made during his campaign, especially his policies in Kashmir massively backfired. He needed something and what better scapegoat than flaring up things with Pakistan?
